Hebron committee previews Microsoft amendment as new CIC launches

"This CIC is also really going to be the new house for our farmers market so that they have availability to other resources," Misner said, adding that the village expects the CIC to enable grassroots volunteer activation and provide tools the village itself does not have. She asked council members to prepare brief talking points for the kickoff and said about 76 people had registered to attend.
Staff also briefed the committee on pending legislation to appear at the next regular meeting. Clerk/staff listed Ordinance 01-26 — to create the position of economic and community development assistant director — as a first reading and identified Resolution 26-02 as a first-reading, emergency resolution authorizing the mayor or the mayor's agent to execute an amended development agreement with Microsoft Corporation. According to staff, the amendment would make the schedule and mechanism for certain infrastructure commitments — including roadway resurfacing — more flexible and would solidify details for the planned Canyon Road extension now that design information is further along. Misner also said Microsoft will host a combined ribbon-cutting and data-center groundbreaking at 11 a.m. on Feb. 24 in Village Chambers and that the event will include a ribbon-cutting for the new pavilion at Evans Park. She told the committee the company has a permit for mass grading and that site work could begin in early March; building permits had not yet been filed.
On local redevelopment, Misner updated the council about the former Hebron Elementary site, which she said has been lot-split so the building parcel is separated from adjacent vacant land. She said a developer is under contract and has explored mixed uses including apartments, incubator spaces and reactivating the gym for community use, but that no formal plans or applications have been submitted yet.
There were no formal votes recorded on the Microsoft amendment or the ordinance during the committee meeting; both were described as first readings to return for action at a future regular meeting.
What happens next: the ordinance and the resolution will be placed on the next regular meeting agenda for consideration, and staff will circulate the amendment language and related documents prior to that meeting.
