On March 9, 2026, the Yarmouth Community Housing Committee approved minutes, recommended appointments to town housing bodies and discussed several development projects tied to the Town’s sewering schedule.
On a motion by Drew Krauss, seconded by Myra Suchenicz, the committee unanimously voted to recommend appointing Greg Wheeler to the Affordable Housing Trust; the committee also voted unanimously, on a motion by Myra Suchenicz and seconded by Drew Krauss, to recommend reappointing Lee Hamilton to the Community Preservation Committee. The motions were recorded by roll call.
Staff reported updates on multiple housing projects along Route 28. The Affordable Housing Trust amended its agreement with Habitat for Humanity to extend performance deadlines for the neighborhood at 1121 Route 28 so construction timing better matches the Town sewer project; staff said the project expects to use the sewer system in early 2028. Staff said redevelopment at 645 Route 28 and other sites along Route 28 will likely follow the same sewer-linked schedule.
An owner proposing redevelopment at 811 Route 28 asked to add a ninth unit by converting a laundry room into an accessible studio with an in-unit washer and dryer. Staff asked whether the committee would consider designating that accessible studio as the project’s affordable unit if it meets the Town’s Affordable Housing Standards minimum of 550 square feet; staff said it would convey the committee’s preference to the owner.
Staff calculated the Fees in Lieu price for FY2026 as $175,000 per multi-family unit; the transcript notes that this rate would apply to a proposed development at 703 Route 28 consisting of three duplexes. Staff also reported the Town will work with the Barnstable County Shared Regional Housing Office to bring two vacant affordable homes on Plymouth Road back online and that a site visit to 626 Main Street in Dennis is being scheduled.
Committee members reported on related regional activity: Greg Wheeler noted two vacancies on the HOME Consortium (Bourne and Dennis seats); Drew Krauss said the Yarmouth Housing Authority is under contract with Bohler Engineering to study the Forest Road parcel ahead of a revised RFP; the Affordable Housing Trust may issue an RFP for mixed-use development along Route 28. Deirdre Gaquin said the Planning Board may recommend amendments to the Short Term Rental zoning bylaw and is meeting the Select Board about a possible Seasonal Communities designation.
