The Yarmouth Community Housing Committee reviewed concept plans for the Mattacheese Utilization Project (400 Higgins Crowell Road), where planners are weighing four primary uses — housing, a replacement M.E. Small School, a sports complex and general recreation — and design alternatives that shift housing placement across the parcel.
Mary Waygan, Affordable Housing/CDBG Program Administrator, said the Select Board received a February 3 presentation outlining four main proposed uses and that plan A recommends the MUC housing pod with housing located near the police station. She said alternate plans place housing on the opposite side of the parcel, that one design sets aside a site for the M.E. Small School and another orients development around existing solar panels. Waygan said all plans incorporate traffic calming for interior circulation.
Waygan told the committee the school feasibility study has a roughly two-year timeframe, and that advancing affordable housing on the parcel could unlock infrastructure financing that would affect the project schedule. Committee members emphasized timing as a key factor in sequencing school and housing elements.
The committee was encouraged to attend a Mattacheese Utilization Committee community workshop at 6 p.m. on March 11, 2026, at Yarmouth Town Hall, where staff and the Mattacheese Utilization Committee will present plans and take public comment. No formal vote on site use occurred at the March 9 meeting.
