At a Committee of the Whole meeting following the regular council session on March 9, City Manager Adam Smith reviewed the Fiscal Year 2027 budget process and calendar and provided overviews of the General Fund and several special funds.
Smith described an improved budget workflow using BS&A software and summarized the City Council's 2026 and 2027 priorities. Finance Director Brad Rizzo explained recently updated accounting rules for lease agreements that affect budget presentation. Council discussed the General Fund, Major Streets, Local Streets, Municipal Streets, Parks and Recreation, Drug Forfeiture, Police Restricted, Grants, and Equipment Operating funds. No formal vote to adopt the FY2027 budget was recorded; the Committee adjourned at 9:50 p.m.
The session served as a review and calendar-setting step; staff will return with more detailed budget documents for subsequent council consideration.
