Northfield Sewer Commission reviews budget, delinquent accounts and operator report noting aged plant under Consent Order

The Northfield Sewer Commission on March 18 reviewed fiscal reports, delinquent accounts and administrative tasks and heard from Chief Operator Isaac Golding about operational concerns at the treatment plant, which he said is "severely aged" and under a Consent Order. Commissioners were advised that regular emergencies can occur between the posting of an agenda and a meeting.
Why it matters: The plant's condition and its Consent Order bear on the town's ability to provide reliable sewer service and on near-term capital and operating budgets. Commissioners also flagged repeat delinquent accounts as a financial issue the commission must address.
Budget and rates: The commission reviewed FY26 expense- and lien-trending dashboards and Vadar accounting reports. Commissioners were asked to send budget and financial questions to Chair Karen Boudreau so questions could be compiled before scheduling a dedicated meeting on bylaws and fees. The FY27 rate had been approved at the Feb. 26 meeting and includes a $3.00 increase per EDU; procedural changes for FY28 were noted as to be approved in January.
Delinquent accounts and administration: Members described delinquent accounts as repeat offenders and discussed options for collection and enforcement. The commission plans a later-session review of bylaws and fees and scheduled a sewer-commission meeting for an evening to review accounting items with staff.
Personnel and administrative notes: A licensed operator called about possible employment related to the Grandin reservoir; staff connected the caller to project contacts. Commissioners also noted they did not attend a Colrain meeting because of weather.
Meeting housekeeping and next steps: The commission set the next meeting for April 8 at 5 p.m. and adjourned at 6:18 p.m. Motions recorded during the meeting included approval of the meeting minutes and adjournment; all recorded motions were approved without roll-call tallies provided in the minutes.
