Northfield Sewer Commission approves siphon engineering quote, schedules MCC electrical-panel walkthrough

Why it matters: The siphon repair is among the commission's three top infrastructure priorities and the engineering work will include delineation of wetlands and inform next steps for permitting and construction. What the commission approved and scheduled: The commission recorded acceptance of a Weston & Sampson quote for the MCC electrical-panel work (amendment to July 16, 2025 minutes). Weston & Sampson will lead a preliminary contractor walkthrough at the plant at 11 a.m. on March 26 for prospective bidders to inspect the electrical panel. The MCC bid was posted to the state procurement portal (CommBuys) on March 12 with a published bid time of March 17 at 8:00 a.m.; the bid opening is scheduled for April 9 at 1:00 p.m. in the Town Hall conference room.
Waterline update and Board of Health meeting: Commissioners discussed a waterline project that would require boring under the railroad. Weston & Sampson engineer Bill Storti is seeking a lump-sum quote from JS Rae; quotes discussed ranged from $600,000 to $900,000. Chair Karen Boudreau and Chief Operator Isaac Golding will appear before the Board of Health on March 25 to discuss the possibility of a well and cistern as an alternative or supplement to town water.
Regulatory and reporting notes: Evenflo's engineer (Eric) will coordinate with Chief Isaac Golding on wetlands delineation and on whether a 2025-based I&I analysis is feasible; commissioners noted MassDEP will receive a copy of the I&I materials once prepared.
Next steps: The commission set procurement milestones (walkthrough March 26 and bid opening April 9) and directed staff and engineers to finalize scopes and quotes. Further design and permitting steps will depend on engineering findings and any required approvals from the Board of Health and MassDEP.
