Adventist Healthcare lays out 14-month deconstruction plan for former hospital, pledges environmental monitoring

Adventist Healthcare and its construction team presented a detailed schedule and methods for removing structures on the former hospital campus, saying the work will emphasize careful interior abatement, controlled structural deconstruction and environmental monitoring rather than explosive demolition.
"We're going to try to use the word deconstruction more than demolition," said Todd Cohen, Adventist Healthcare vice president for facilities, real estate and planning, design and construction, who opened the presentation and framed the work as methodical and staged. Cohen said hazardous-material removal is underway and that the project team expects to complete permitting with Montgomery County "in the coming weeks" before full mobilization.
Paul Clifton of Clark Construction described the site controls and means-and-methods the team will use. Clifton said the project will rely on perimeter silt fences, sediment ponds with baffles, entry washing ("cattle grids") and strict truck routing. He said the plan uses large 50'to'100-yard containers and semi-trailers to reduce the number of truck trips; "approximately 10 loads, 10 truck loads per day" is the team's working estimate during the steady loadout phase, he said.
Clifton described a two-phase structural plan he summarized as "seven and seven": roughly seven months of structural demolition followed by about seven months to place fill and perform site infill. The team plans to operate in weekday business hours (7 a.m. to 5 p.m.) and expects to comply with a 75-decibel property-line standard for noise.
On recycling and materials, Clifton said the contractor will use mobile concrete-crushing equipment on site so masonry and concrete can be reused as engineered fill where appropriate. He said most of the remaining weight in the buildings is concrete, masonry and brick, and that Montgomery County's minimum diversion target for removed material is 50 percent; because much concrete will be recycled on site, the by-volume diversion is expected to be much higher.
Environmental monitoring and testing will be provided by a retained consultant. A Tetra Tech representative told the council the monitoring program is voluntary but comprehensive: baseline water-quality sampling is scheduled before structural demolition (July into August), with quarterly sampling during deconstruction at monitoring points along the southern boundary and Siggo Creek (parameters: pH, temperature, turbidity, dissolved oxygen and conductivity). Air monitoring will include baseline PM10 and asbestos sampling and intensive PM10 sampling during the first seven days of structural demolition, the consultant said. The contractor also committed to perimeter monitoring and to posting relevant data and contacts on a project website.
Neighbors and council members pressed the team about truck routes, access to adjacent uses (including a private medical office building and the university), spill response and what will be placed in the ground after crushing. Cohen and Clifton said the primary truck route will leave the site onto Carol Avenue and proceed to University Boulevard, avoiding turns that would stress nearby bridges; the team agreed to continue outreach to directly affected properties and to provide periodic e-mail updates and a QR-code-based bulletin for residents who want weekly construction notices.
On storm events and emergency responses, Clifton and the consultant described on-site "spill kits," silt socks and contingency plans: "We will keep them on site. Ready to go," the contractor said, adding that the team will deploy temporary measures immediately and heavier contractor responses as needed.
Council members and residents also asked for more detail about materials left as engineered fill and how concrete alkalinity might affect groundwater. The contractor said materials proposed for on-site reuse would be mainly crushed concrete, brick and unit masonry; non-inert components (drywall, painted surfaces, metals, wiring) will be separated and removed. The team agreed to provide additional written detail on final grading, burial depths and the chemical characteristics of recycled fill in follow-up materials.
Next steps: the presenters said permitting was near completion, that interior abatement work would wrap up before September, and that large-scale structural work is anticipated to begin in earnest this fall. The team committed to posting an emergency contact on the project website within roughly a month, producing corrected slides requested by the council, and scheduling additional neighborhood briefings before major activity begins.
