Westbrook HVAC committee approves RFP release, hires PM Resources; rebate check reported mailed but not received

The Westbrook Board of Education HVAC Building Committee on June 3 approved release of a request for proposals for Westbrook High School HVAC design, voted to hire PM Resources, LLC as project manager for the HVAC upgrades and reviewed the status of energy-efficiency rebate reimbursements for two school projects.
Chairman Chris Ehlert called the meeting to order at 5:05 p.m. Members in attendance included First Selectman John Hall, Superintendent Dr. Kristina Martineau, committee members Lester Scott and Don Perreault, and Facilities Director Jeff Tindall. The committee unanimously approved the minutes of the April 22, 2026 HVAC Committee meeting on a motion by John Hall and a second by Lester Scott.
Dr. Kristina Martineau presented updated funding and rebate figures for two active projects. She reported WMS has a funding total listed at $713,751, which includes an Energy Efficiency (EE) rebate from Energize CT of $98,046 that the Board of Education has not yet received. For Daisy, the funding total is recorded as $1,167,865.03, which includes an Energize CT EE rebate of $112,686 that was received in January 2026. Martineau also stated that Eversource has processed and mailed the $98,046 EE rebate check for WMS, but the check had not been received by the BOE as of the meeting.
On the Westbrook High School design procurement, the committee reviewed a draft RFP and proposed timeline. Lester Scott moved to release the RFP with three specified additions: require bidders to provide an estimate of annual operating costs; designate Facilities Director Jeff Tindall to receive bidder questions; and confirm with Roger LaFleur that the proposed timeline can be accommodated. Don Perreault seconded the motion, which passed unanimously.
The committee likewise approved PM Resources, LLC to serve as project manager for the HVAC upgrades. John Hall moved to approve PM Resources with the following scope additions: under Substantial Completion, add a requirement to "secure contractor warranties," and under Close Out Services, add a requirement to "apply for, submit and coordinate energy efficiency incentives." Lester Scott seconded the motion; it passed unanimously.
The committee had no chairperson report. Members decided that the next meeting would be scheduled once Westbrook High School HVAC design bids are received. The meeting adjourned at 5:36 p.m.
Action items recorded at the meeting included the RFP release with added requirements and the PM Resources contract approval, both passed unanimously. The BOE should expect follow-up on receipt of the mailed Eversource rebate check and on any timeline confirmations from Roger LaFleur.
