Citrus County Value Adjustment Board offers contract to private counsel and reschedules August meeting

The Citrus County Value Adjustment Board voted May 7 to offer a contract to private counsel after its interim attorney said two applicants were qualified.

Interim attorney Richard Cossan told the board he had reviewed applications from Holly Crosby and Daryl McAteer and said “they both are qualified,” noting that each had provided requested information about compensation. Chair Jeff Kennard moved to offer a contract to Holly (the transcript uses both spellings “Crosby” and “Cosby”); a motion to approve was seconded and the board approved the contract by voice vote. “Contract will be offered to Holly Cosby,” Kennard said after the vote.

The recommendation from the interim attorney served as the primary basis for the board’s action. Cossan told members he was available to answer questions about legal matters; none were raised during the discussion and there was no public comment on the item.

In other business, the board agreed to reschedule its organizational meeting. The session previously set for Aug. 5 was moved to Aug. 6 at 9:00 a.m.; the motion to change the date and time was made and seconded by board members and approved by voice vote.

The meeting record shows the board opened with the Pledge of Allegiance, the clerk confirmed the meeting notice was published in the local paper on April 29, 2026, and that a quorum was present “as provided by statute.” The chair adjourned the meeting after the scheduled items were completed.

No public commenters addressed the board at the meeting. The board did not provide additional details about contract terms beyond noting that proposed compensation amounts had been submitted by the applicants.
