The Cedar Springs Planning Commission reviewed the draft master plan on April 1 and discussed related local issues including sidewalks, signage consistency and coordination under the city's 425 interlocal arrangement with Solen Township.
Mr. Moore summarized the plan sections (background, land use, goals and objectives, future land use map and implementation). He said chapter six contains goals and objectives intended to guide growth and that the plan includes future land use designations such as low-, medium- and high-density residential, neighborhood commercial, downtown mixed use and light industrial. "when a development is proposed or when a rezoning is requested we're going to look at the future land use map to kind of see what the proposed character is," he said.
Public outreach and interjurisdictional steps: staff said the draft will be distributed to neighboring jurisdictions and that state-mandated review gives those jurisdictions nine weeks to comment. The commission confirmed a public Community Night in April where boards will display the future land use map and solicit feedback.
Sidewalks and signage: commissioners debated whether businesses granted previous exemptions must now install sidewalks after nearby development and agreed staff should compare Solen Township's sign and sidewalk ordinances before sending notices. A member asked staff to draft a letter to the Kent County Road Commission urging speed reduction or additional traffic controls at Pine Street and White Creek following nearby apartment development; Sergeant Paulson said he would pass concerns up the county chain.
425 agreement overview: staff reviewed how 425 transfers work—parcels can be added to the city with a revenue-sharing arrangement to make Solen Township whole—and noted that coordinated standards for signage and sidewalks in the 425 area could avoid mismatched materials and widths across jurisdictional boundaries.
Next steps: staff will distribute the draft master plan to council for formal distribution, present at the community event in April, collect feedback, and return to the commission in May with public comments and any suggested edits.
