The Citrus County Value Adjustment Board on March 4 accepted the resignation of its contract attorney and approved several administrative changes affecting how property valuation hearings will be staffed and charged.
The board accepted the attorney's written resignation and voted to advertise for a replacement. The attorney, identified in the clerk's roll call as Richard Kosian, told the board he was resigning, submitted a resignation letter dated that morning and said the resignation would be effective at the end of his current contract; he offered to remain as interim counsel until a new attorney is appointed. A board member later thanked him and the motion to accept the resignation and advertise for a new attorney passed.
The board also set a compensation rate of $175 per hour for appraisers and special magistrates handling real property valuation matters and authorized an open bid process for appraiser special magistrates handling tangible personal property petitions. The measure was moved, seconded and approved during the meeting.
Separately, the board determined a petition filing fee not to exceed $50 for certain petitions during the 2026 VAB cycle and authorized the chair to execute a resolution imposing a nonrefundable filing fee; the motion passed. The board additionally authorized the clerk to advertise for appraiser and attorney special magistrates at the approved rate and acknowledged informational invoices and a revenue/expense report current through Feb. 24.
The board set its 2026 organizational meeting for Wednesday, Aug. 5, 2026, at 9 a.m. in the same meeting room to establish its organizational structure and appoint special magistrates. The meeting concluded with approval of minutes and a series of routine motions to adopt recommended decisions signed by appointed special magistrates for a list of petition numbers noted in the agenda.
The board's actions are administrative and affect procedures for future valuation hearings: they determine compensation levels for paid hearing officers, create an open bidding process for certain special magistrate roles, impose a nominal filing fee to cover part of petition intake costs, and launch recruitment for a replacement attorney.
