The council opened and closed a public hearing on the ordinance after noting that no citizens signed up to speak. Vice Chairman Don Mize presided. Councilman Julian Davis III moved to approve the ordinance on third and final reading; Councilman John Elliott seconded. The motion passed 4–0.
The ordinance authorizes the county to grant easement rights to Duke Energy Carolinas for construction and maintenance of utility infrastructure at the identified county parcel. Council did not record any conditions or citizen objections during the hearing. The action completes third and final reading of Ordinance 2024-19.
