Yamhill County commissioners approve school‑clinic agreements, pay amendments and send land‑use application back to staff

The board also approved a set of contract amendments increasing pay rates for psychiatric and behavioral‑health providers, including an amendment to Delta Duff (board order 25‑231) raising the rate to $100.82 per hour effective July 9, 2026, and other individual contractor rate increases (Donald Henschel, Andrew Nye James, Erica Ronquillo, Janelle Werner) as recorded in the agenda. The motion to approve the consent agenda items passed by unanimous voice vote for each item.
The board authorized subset intergovernmental agreement number 73000‑00058607 with the Oregon Department of Transportation to allow ODOT to negotiate right‑of‑way services on behalf of Yamhill County through Oct. 31, 2029, and approved a blanket refund order authorizing the tax collector to issue lawful refunds through June 30, 2027.
During a public hearing on a land‑use matter, staff and applicants described a 1976 lot‑size variance and subsequent development steps for a 4.2‑acre parcel where the applicant proposes a single‑family dwelling. Multiple family members and neighbors spoke in support; no opposition testimony was recorded. Staff recommended returning the application to the planning office to document substantial construction; the board voted unanimously to follow staff recommendations and closed the hearing.
