Three Oaks council approves lagoon payment, event closures and personnel policy in unanimous votes

The Three Oaks Village Council met July 9 and unanimously approved a set of motions covering infrastructure payments, event street closures and a personnel policy.

At the meeting, the council approved Lagoons Draw #5 totaling $346,311.87 and accepted Oselka pay request #5 for $336,579.17, motions moved by Councilmember Thomas and supported by Councilmember Hinman. Council also approved Change Order #5 for the lagoon project in the amount of $1,600. All votes listed Ayes: Niemzyk, Kramer, Thomas, Hinman, Jones, Springer and Graziano; there were no Nays, abstentions or absences.

Council adopted Resolution 07-2025-02 to grant annual street closures for the village parade and 5K and to authorize a recurring noise ordinance extension the Saturday before the parade so organizers need not seek that exception each year. Council also approved temporary event signage in Carver Park to advertise the Farmer’s Market and Music in the Park, and cleared a street closure for the Barrel Aged Brew Fest on Oct. 11, 2025, closing Generations Drive from 6:00 a.m. to 5:30 p.m.

The council approved an Amtrak—Hickory Street Bridge easement granting village access over the tracks near the Hickory Street Bridge and accepted the resignation of Planning Commission member Kieth Claunch. Kevin Harrington was appointed to fill Claunch’s term on the Planning Commission through November 2025.

On personnel policy, the council adopted a new Outside Employment Policy. Chief Krause said he will remove his name from Galien’s Police Department in response to the new policy’s restrictions on outside employment.

Financial items were included on the consent agenda and approved without recorded dissent; among them were approval of minutes for June, invoices paid for June 2025 totaling $561,602.78, and July prepays of $85,617.00.
