Dr. Marcus explained the evaluation uses the Massachusetts Department of Elementary and Secondary Education (DESE) rubric that scores four standards (instruction; facilities/operations; family and community engagement; professional culture) plus an overall combined score. He said the district must submit data into the state reporting system (EPIMS) and then clean any missing entries before the August 14 certification deadline. "By August 14th is the deadline for all of that cleanup to be done," Dr. Marcus said, explaining that missing entries are coded as 500 and could affect state reporting.
Committee members debated practical options to meet the reporting requirement while allowing a full public evaluation. One approach the group endorsed was submitting a provisional 'proficient' score to avoid blank entries, accepting that committee members would later submit fuller rubric comments to the chair, who would consolidate and amend the EPIMS entry before the August 14 certification. Ryan summarized the alternatives and supported using the provisional submission with a later public review.
Members also discussed logistics: members will submit written evaluations to the chair by July 30, the chair will tabulate and submit initial entries for DESE reporting, and the committee will hold a public meeting on Aug. 26 to present and discuss consolidated evaluation materials. The committee approved the extension by roll call, with all present voting yes.
The committee then voted to enter executive session to conduct strategy and contract negotiations related to the director of special education position; the public portion of the meeting ended following that vote.
