River Ridge board approves maintenance repairs, irrigation change order and new landscape contractor

The River Ridge Community Development District on Nov. 19 approved several operations and maintenance actions aimed at limiting near-term costs and addressing performance issues.
Operations Manager Shane Willis presented Premier Lakes’ work order and a revised Bentley Electric proposal to relocate a 240V aerator in Lake E1-C. After budget discussion, the board approved installing a lower-cost ‘‘zombie box’’ at the existing aeration location for $3,098. The motion, made by Chair Bob Schultz and seconded by Robert Twombly, passed 3–2; Terry Mountford and Kurt Blumenthal voted against the measure.
District Engineer Charlie Krebs presented a revised scope for the Seaside & Master Drainage Project and reported ancillary irrigation costs: $4,002.50 to repair damaged wiring and about $1,300 each to raise seven to eight irrigation heads. The board approved an Irrigation Concepts change order to cover wiring repairs and raising irrigation heads in a not-to-exceed amount of $15,000; the motion was made by Kurt Blumenthal and seconded by Bob Schultz and recorded as unanimous.
Mrs. Adams proposed terminating the landscape service agreement with Laz’s Lawn Service, Inc. for poor performance and engaging GulfScapes Landscape Maintenance Services. Board discussion noted GulfScapes’ proposal of $58,500—approximately $13,000 over the $45,000 budgeted amount—and options to offset the overage by using payments withheld from Laz’s Lawn Service. On motion by Mr. Blumenthal, seconded by Mr. Schultz, the board authorized terminating Laz’s Lawn Service and engaging GulfScapes effective immediately (vote recorded as all in favor).
Taken together, the actions reflect the board’s preference for lower-cost interim fixes for equipment relocation, prompt irrigation repairs to support the drainage project, and replacing a contractor for performance reasons. The Seaside & Master Drainage Project was reported to be on a two- to three-week start timeline.
