Resident raises water intrusion and ponding concerns; CDD, HOA responsibilities clarified

Oak Run resident Lynda Sorensen reported to the Board that water intrusion under her unit’s slab caused buckling of the master bedroom wood floor, moisture and mold under the floor. She said inspections found no plumbing or HVAC leak; a floor-warranty issue was identified and a leak-detection specialist found very high moisture levels in the slab and floor.
Sorensen said increased rainfall and ponding behind her unit submerged underground downspouts and that a foundation specialist recommended adding sealant, perimeter drain tiles and 5'–10' downspout extensions. She asked the CDD and the HOA to work together to determine a solution and said she had already presented the issue to her HOA. Mr. Schultz said ponding might be addressed by River Ridge but that installation of drain tiles is most likely an HOA matter; Mrs. Adams reiterated that drain tiles are an HOA responsibility, not the CDD’s.
Engineering staff noted the area had originally been an indigenous preserve and was outside the water-management system when developed, and that nearby storm drains are located south of the unit. The Board did not authorize specific remediation work at the meeting; staff and the HOA were urged to coordinate and report back when feasible. Resident Mike Rainstin later noted that Phase I and II drainage improvements for Seaside & Masters have not yet commenced and that work is delayed until the area dries.
