River Ridge CDD unanimously appoints Keith Merrill to fill vacant Seat 1

The River Ridge Community Development District on Oct. 22 appointed Keith Merrill to fill the vacant Seat 1, effective immediately.
Chair Bob Schultz nominated Merrill; Robert Twombly seconded the motion and the Board voted unanimously to approve the appointment. The term for Seat 1 expires in November 2026. Mrs. Adams, serving as a notary, administered the Oath of Office to Merrill at the meeting.
The Board discussed the two candidates considered for the vacancy — Merrill and resident Kevin Ofenloch — with Schultz noting Merrill's long service on various homeowners association boards and experience with community issues relevant to the CDD. After the appointment, staff and counsel reviewed mandatory requirements for elected and appointed officials, including state ethics training, Form 1 filing, the Sunshine Law and Form 8B memoranda of voting conflict.
Board members welcomed Merrill and outlined immediate expectations: attendance at future meetings, completion of required ethics training, and compliance with public-records and Sunshine Act rules. The Board made no further substantive policy changes tied to the appointment during the meeting.
The CDD’s next regular meeting was rescheduled to Nov. 19, 2024.
