River Ridge CDD adopts FY2024/2025 budget and special assessments; board accepts resignation

The River Ridge Community Development District Board of Supervisors voted on key fiscal items and a board vacancy during its Aug. 27 meeting.
The board adopted Resolution 2024-07, approving the district’s annual appropriations and the budget for the fiscal year beginning Oct. 1, 2024, and ending Sept. 30, 2025. District Manager Chuck Adams told the board that the budget packet included scrivener errors; the board approved corrections (including an amended description for “Street sweeping”) before taking the vote. On a motion by Supervisor Kurt Blumenthal and seconded by Supervisor Robert Twombly, the resolution was adopted with all members present voting in favor. The public hearing drew no comments from affected property owners.
The board also opened a public hearing on and adopted Resolution 2024-08, making a determination of benefit and imposing special assessments for FY2024/2025, with an amendment to remove references to “Exhibit B.” District Counsel Tony Pires recommended opening the hearing; no property owners spoke. The board approved the amended resolution on a motion by Blumenthal, seconded by Twombly.
Separately, the board accepted the resignation of Supervisor James Gilman (Seat 1, term through November 2026). Mrs. Cleo Adams presented Mr. Gilman’s resignation letter; the board accepted it on a motion by Blumenthal, seconded by Twombly. Board members asked that Mr. Long and The Meadows’ POA manager e-blast residents about the vacancy and candidate qualification requirements ahead of the next meeting.
The board also discussed and approved compliance steps for newly enacted state law (HB7013) requiring special districts to adopt goals, objectives and performance measures and report annually; staff identified Community Communication and Engagement, Infrastructure and Facilities Maintenance, and Financial Transparency and Accountability as the initial focus areas, and the initial report is due Dec. 1, 2025 and must be posted on the CDD website.
The meeting record shows the motions were made and seconded by the named supervisors and approved “with all in favor.” Supervisors Mountford, Blumenthal and Twombly were present in person, Supervisor Bob Schultz participated by telephone, and Supervisor Gilman was not present.
What’s next: the board directed outreach to recruit applicants for the vacant Seat 1 and scheduled its next regular meeting for Sept. 4, 2024 at 1:00 p.m.
