Houston council approves consent agenda; hears public comments on banners and a proposed park

At its Dec. 4 meeting the Town of Houston council approved the consent agenda after removing the finance report, noted delays on Railroad Avenue, asked members to review the comprehensive plan ahead of January, and heard public comments urging banners on Front Street and a town park.
Mayor Gregory Wingo called the Town of Houston meeting to order at 7:00 p.m. on Dec. 4, 2025. The council approved the meeting agenda and later approved the consent agenda after removing the finance report for November.
The meeting opened with a moment of silence and the Pledge of Allegiance. Council members praised the town’s Christmas banners; Mayor Gregory Wingo said the banners are scheduled to be taken down the second week of January. The mayor also reported two street lights are out and that Delmarva Power would make the repairs; he announced a Christmas PJ party on Dec. 12 and that Santa will ride through town on Dec. 14 and 15, 2025.
During public comments, resident Wayne Faulkner asked why banners were not placed on Front Street. Mayor Wingo responded that the town did not have the funds at the time and said the council will consider the purchase in the future. Resident William Dittman urged converting town property into a park; Mayor Wingo said the park proposal has been put on hold.
The council handled routine business under “Old Business.” Mayor Wingo said he had forwarded information to the railroad company, the new owners of the railroad land, and is waiting to hear back about next steps concerning Railroad Avenue. On the comprehensive plan, the mayor reminded council members they are under a deadline and asked them to review the plan for discussion at the January 2026 meeting; the item was tabled until then.
Councilwoman Robin Adkins suggested nominating Wendy Scott to fill the town council vacancy for the April 2025–March 2027 term; Mayor Wingo said he had spoken with Scott and she declined at this time. The meeting adjourned at 7:22 p.m. after a motion by Councilman David Mutter and a second from Councilwoman Adkins.
Actions taken at the meeting were limited to approvals of procedural items and the adjournment; no ordinance, resolution, or budget vote was recorded.
