Chris Monahan of Mac Engineering presented a single‑family land‑development plan for 2008 Horseshoe Road on behalf of applicants identified in the record as Smucker (project number 2026‑04). The plan includes five waiver requests, including the use of smaller storm‑pipe diameters and a sheet‑scale exception. Monahan said the project will require an NPDES permit because earth disturbance exceeds one acre and that the applicant is working with the conservation district and DMA. The board moved to grant conditional approval "contingent upon the Lancaster County Planning Commission letter and addressing DMA comments," and the motion carried by voice vote.
Greg Schwartz represented Professional Real Estate Holdings LLC for redevelopment at 1724 Lincoln Highway East (project 2026‑11), which converts a long‑vacant building into a distribution use. Schwartz and the owner, identified in the hearing as Mr. Bergstrom, requested a 24‑month deferral for frontage improvements because cost estimates for streetscape work are prohibitive at present. The board approved the plan subject to final DMA and Lancaster County review and asked that the deferral agreement specify the 24‑month timeframe (with triggering language tied to project construction/completion).
