Residents urge board to address plugged drains after Ponding near Pinehurst monument

Residents at the River Ridge Community Development District meeting on July 23 described ongoing drainage problems after a recent plug of an inlet at Pinehurst that they say has led to ponding and potential flooding.
Resident Shari Perkins told the Board the drainage issues persist a week after the plug and that "water has been overflowing in the triangle monument area." She reported that resident Fred Kronke had emailed her about a retention pond that drains between River 8 and River 9 that "appears to be non-functional" and is nearly one foot above the drain.
District Engineer John Baker explained the prior condition: water from one system was backing up and flowing through a pipe into a lower system, and plugging the inlet removed that pushing action. "There is no place for the water to go and it is essentially akin to a very tiny pond in a pipe," Baker said, and he said additional study will likely be required to find a lasting solution.
Board members asked for evidence of the ongoing flooding; Perkins agreed to obtain photographs and video footage and provide them to CDD staff. A Board member said the District would direct the District Engineer to view the drainage firsthand.
The Board discussed where the system outfalls discharge. District Manager Chuck Adams said the pipes in question run between two houses, across the street and golf course, into a ditch that runs down to the River Club and ultimately into the Estero River.
Next steps: Staff and the District Engineer will inspect the Pinehurst drains in the field, document any active flooding with photos or video provided by residents, and consider a study or additional repairs; the MRI Construction estimate to protect the inlet will remain on the agenda while staff obtains an additional proposal.
