Council approves servitude ordinances and multiple change orders; awards AIM Building reroof to low bidder

The Lafourche Parish Council conducted a block of routine business on June 23, approving multiple ordinances and resolutions related to servitudes, storm repairs and capital maintenance.
During a public hearing the council approved a set of servitude ordinances for properties in the Thibodaux area (items approving agreements with SWB Properties LLC; Andre Bourne; Shelby E. Molaison; and Robert J. Usey Jr./Sidonia L. Usey). Each ordinance was moved on behalf of the administration, received public notice, and passed by recorded voice vote: eight yeas, zero nays, one absence (Mr. Brumfield/Broomfield reported absent).
The council accepted a Governor’s Office of Homeland Security and Emergency Preparedness Emergency Management Performance Grant (EMPG) for fiscal year 2025 in the amount of $54,965.65 and authorized the parish president to execute the grant agreement.
Council members deferred action on task order number four (Hurricane Ida Project Management Services with Elos Environmental LLC) to the July 14 meeting at the request of Councilmember Arabie to allow the parish president to provide clarification; the presenters removed their motion and the item was rescheduled.
Several change orders tied to Hurricane Ida projects were presented and approved. Notably, the council approved change order number two for the Cote Blanche Bridge Dry Docking project decreasing the contract price by $13,050 (motion passed unanimously). Additional change orders for the Galliano Government Complex interior rebuild and Courthouse Annex Hurricane Ida repairs were approved as presented and recorded as decreasing contract prices.
The council accepted the low bid from R Anderson Roofing for $262,484 to reroof the AIM Building and authorized the parish president to execute the contract. That award passed with six yeas and two nays; the two nays were Ms. Lorraine and Mr. Arabie, and one member was absent. Council discussion referenced storm damage and prior repairs to the building during questioning about the purchase and earlier roof work.
Votes on routine items (minutes, opening/closing of public hearings) were held by voice and recorded in the minutes. No new ordinances creating taxes or new programs were enacted; the council issued a public notice that a special election regarding continuation of ad valorem taxes for the Lafourche Parish Public Library will be considered at a July 28 hearing at the Matthews Government Complex.
