The Pownal Select Board on June 8 approved an accounts payable warrant for $384,355.39 and a payroll journal for $13,880.14, and confirmed multiple annual town officer appointments effective July 1, 2026. Chair Jon Morris presided over the meeting at Mallett Hall.
The board voted 3-0 to approve FY26 AP Warrant #27 and Payroll Journal #492 after Selectperson Kate Day moved each measure and Selectperson George Pottle seconded. The votes were recorded as Ayes: 3, Nays: 0, Abstains: 0.
Why it matters: approving warrants and payroll clears planned town expenditures ahead of the fiscal year end and sets staffing for the coming municipal year.
The board confirmed a slate of routine annual appointments that the chair presented. Those appointments, moved by Chair Jon Morris and seconded by Selectperson Kate Day, include: Jaylene Gonyea as Information Officer (term beginning July 1, 2026, expiring June 30, 2027); Timothy Giddinge as Code Enforcement Officer, Electrical Inspector, Plumbing Inspector and Emergency 911 Officer (July 1, 2026–June 30, 2027); Donna Hays as Assessor (July 1, 2026–June 30, 2027); Pascale Delsol as Deputy Clerk, Deputy Treasurer, Deputy Tax Collector and Deputy General Assistance Administrator (July 1, 2026–June 30, 2027); Rebecca (Becky) Taylor-Chase as Town Clerk, General Assistance Administrator, Tax Collector, Town Administrator and Treasurer (July 1, 2026–June 30, 2027); and Crystal Hall as Deputy Clerk, Deputy Treasurer and Deputy Tax Collector (July 1, 2026–June 30, 2027). The board approved the slate unanimously.
The board also approved three Deputy Warden appointments for election staffing — Andrew Wyatt, Alan Chesney and Jackie Vine — each to be effective June 9, 2026, with the same-day expiration noted in the motions. Those motions passed unanimously.
In executive session the board discussed personnel matters under 1 M.R.S.A. §405(6)(A). After exiting the executive session, Chair Jon Morris moved to offer the Road Commissioner position to Interim Public Works Supervisor Jason Best with a starting salary of $70,000 and a performance evaluation after six months; Selectperson Kate Day seconded the motion and the board approved it 3-0. The Town Administrator said the offer includes the six-month evaluation timeline.
Other business: the board approved the Cumberland County EMA mutual aid agreement as written and had no objections to routine town office closures at 4:30 p.m. on June 22 for Annual Town Meeting preparations and at noon on June 30 for fiscal year‑end processing. The Town Administrator reported that election training had 13 participants and that Select Board members will staff portions of election day.
The meeting adjourned at 7:17 p.m. The appointments listed above take effect on the dates stated and the Road Commissioner offer includes the six‑month evaluation noted by the board.
