Orleans approves $239,018.68 contractor payment for 140th Street project; docks finished and RV parking rules clarified

The Orleans City Council on June 8 approved a contractor progress payment of $239,018.68 to Beck Excavating, Inc. for work on the 140th Street & Utility Improvements, Phase 1, adopting Resolution No. 2026-23 on a 5-0 vote (moved by Rick; seconded by Madagan).

In related action, the council adopted Resolution No. 2026-22 to transfer funds per the budget (motion by Radcliffe, seconded by Rick), vote 5-0. The council briefly considered setting a public hearing for a second budget amendment on June 29, 2026, but then voted to rescind that action during the same meeting, leaving no hearing scheduled.

Councilors provided project updates: work on Beach Avenue and Sunset Park is expected to begin within one to two weeks; the Sunset Park dock has been installed, and the Beach Avenue dock will be stored until area improvements are complete. Councilors noted engineering costs intended to coincide with the 140th Street project.

The City Clerk, with confirmation noted from the zoning officer and the city attorney, clarified enforcement of the city's RV parking ordinance: a camper is considered occupied when slides are extended, steps are down, or the camper is plugged in. Individuals may use a 14-day habitation allowance within a three-month period for cleaning or preparation; outside that allowance, campers must be parked and stored with no use permitted. The minutes record an exception for habitation while renovating after a residential fire, and that a camper on the east side of town is permitted due to campground use allowed in the Commercial District.

Public comments recorded in the minutes included a question about the sealed-bid process for city docks, concerns about mailboxes and signage, and drainage concerns raised by residents; the council recorded those remarks and took no immediate action during the meeting.
