FinCom issues recommendations on dozens of warrant articles; notable votes on retirement board stipend and water master-plan design funding

The Maynard Finance Committee reviewed a large set of draft Annual Town Meeting warrant articles, discussed sponsor comments and numbers that remain under revision, and issued recommendations on a number of items:
- Routine procedural articles and smaller appropriations: FinCom recommended Article 1 (town report acceptance) and Article 2 (obsolete equipment/material) by roll-call votes. The committee also recommended the salary-administration plan (Article 5).
- Retirement-board stipend (Article 6): After discussion and reference to last year’s close town-meeting vote, the committee voted to not recommend the article. Members expressed concern about creating a stipend for what has been historically a volunteer role and emphasized the need for clearer justification before reconsidering the proposal.
- Community Preservation and related appropriations: FinCom recommended Article 13 (cell-tower lease/RFP for reservoir parcel), Article 14 (Community Preservation Fund appropriations, including the final golf-course payment), and Article 15 (specific CPA project appropriations). Committee members requested follow-up on the Maynard Affordable Housing Trust Fund’s recent activities in relation to larger CPA transfers.
- Enterprise budgets and capital items: FinCom recommended the Water and Sewer enterprise budgets (Articles 16 and 17). The committee recommended Article 18, which uses retained earnings to reduce water debt, and Article 19, a $3 million engineering/design appropriation to advance the water master plan. Members discussed financing choices and noted Select Board action to raise water rates (7% adjustment was referenced) and that the engineering/design phase is intended to inform any future larger bond.
- Outstanding items: Several articles remain in flux because sponsor comments or final numbers were not yet available at the meeting (notably some free-cash transfers, police body-camera contracting/terms and the solid-waste enterprise article). FinCom asked petitioners and staff to supply clarified sponsor comments and up-to-date figures prior to the committee’s final recommendations.
Formal roll-call votes are recorded in the committee minutes for recommended articles; committee chairs and members also flagged follow-up questions for staff on documents that require corrected sponsor comments or final accounting.
