Committee members and staff discussed a proposed reallocation of free cash that would fund alumni-field demolition and related ADA-compliance paving, and debated how much to rely on revolving accounts for FY27 operations.
Staff told the committee that some free-cash accounts previously approved at town meeting could be reallocated and that there is funding penciled in for demolition (estimates discussed in the meeting ranged between about $45,000 and $90,000 in prior estimates; staff said they were currently penciling in about $50,000). Committee members asked staff to confirm the specific account that would cover demolition and whether select-board actions might alter the funding.
A number of committee members expressed strong caution about leaning on revolving accounts for recurring operational expenses. One committee member said they would not support relying on more than $200,000 from revolving accounts in FY27 and urged the committee and town to keep use of those accounts transparent in upcoming joint budget reviews. Staff said the district had reduced its reliance on revolving accounts compared with prior years and that some consultant work is being used while the district evaluates long-term staffing.
Committee members also discussed the alumni-field waiver application (which the district said was unlikely to be approved) and next steps with the town administrator for demolition and paving if the waiver was denied.
Staff agreed to follow up with the select board and provide confirmed demolition estimates and a clear accounting of which free-cash accounts would remain available before the committee finalizes funding allocations for FY27.
