The Chino Valley Town Council adopted its final fiscal year 2026–27 budget and related district measures at a special meeting convened immediately after the regular session.
Finance staff presented Resolution 2026-1312, noting the town’s proposed total expenditures of $48,345,342 — about $1.6 million more than the prior year — and explained that recurring annual revenues are approximately $24 million, while the larger $48 million figure includes capital projects, grants, loans and one-time items that require spending authority. Staff emphasized the need to preserve fund balance and secure outside funding for major capital initiatives.
Council approved the final budget by roll-call vote (7–0). The special meeting also adopted Resolution 2026-1313, finalizing budgets for the town’s three street lighting improvement districts, and Resolution 2026-1314 relating to the Delaw Maintenance Improvement District. The Delaw item included staff’s recommendation of a reduced estimated levy of $9,487 for FY2026–27; staff explained the district covers 25 properties and seven maintenance areas and that bids for contracted maintenance rose significantly from prior years (low bid in a recent solicitation was about $14,000 versus an original scoped amount near $2,600). Staff said the recommended levy can be adjusted at the next regular meeting depending on updated quotes.
Council members stressed the town’s need for economic development to grow the ongoing revenue base and warned that upcoming capital needs — including potential wastewater work tied to PFAS and planned capacity expansions — will require additional funding decisions in the coming years.
Outcome: Resolutions 2026-1312, 2026-1313 and 2026-1314 were all adopted by unanimous roll-call votes (7–0). Staff will return with any updated levy figures for the Delaw district and continue to pursue grant and financing options for capital projects.
