Cabell County Commission approves staff reclassifications, FOIA fee changes and SB 298 ballot order

The Cabell County Commission on Aug. 25 approved a string of resolutions and routine items, voting unanimously on personnel changes, grant allocation language and administrative rules.
Key outcomes recorded in the meeting minutes include:
- Personnel reclassifications (Item #148): A motion to reclassify four emergency-services employees was approved. The resolution lists Dakota Jones (per diem paramedic, retroactive Aug. 18, 2016), Adam R. Clark (full-time paramedic, effective Aug. 26, 2016), Michael S. Goedel (full-time EMT, effective Aug. 29, 2016) and Jeffery Vallance (per diem paramedic, effective Aug. 27, 2016). The minutes also record that the agenda had been amended earlier to remove Jeffery Vallance from Item #148; the meeting record subsequently shows the motion was approved as written.
- Byrne JAG allocation addendum (Item #149): The commission approved an addendum to the agreement between the City of Huntington and Cabell County concerning allocation of the 2016 Byrne Justice Assistance Grant program award.
- FOIA fee schedule (Item #150): The commission approved an amendment to the county’s FOIA fee schedule pursuant to West Virginia Code §29B-1-3(5).
- SB 298 (Item #151): The commission approved an order placing SB 298 (commonly called the 'Brunch Bill') as a county option election in Cabell County.
- Circuit Clerk hire (Item #152): The employment of Logan Brown as a part-time file clerk in the Circuit Clerk’s Office, retroactive to Aug. 23, 2016, was approved.
Other routine approvals included purchase orders, pay jackets, erroneous assessments, land-consolidation items, probate documentation, and placement on record of several public-service-district minutes. Several motions were moved by Commissioner Nancy Cartmill and seconded by Commissioner Robert L. Bailey; votes were recorded as unanimous.
The commission went into executive session to discuss legal matters at 10:51 a.m. and returned at 11:30 a.m. with no action taken. The meeting adjourned at noon.
