Cabell County commissioners approve budgets, appointments and set county Trick-or-Treat; Sheriff named executor in estate

At its June 11 meeting the Cabell County Commission unanimously approved FY 2026–27 special funds budgets and multiple appointments and hires, set Halloween Trick-or-Treat for Oct. 31, and approved appointing Sheriff Doug Adams as executor in an estate; public commenters raised concerns about a fired 911 dispatcher.
The Cabell County Commission met June 11, 2026, and by unanimous vote approved a series of routine and substantive items, including FY 2026–27 special funds budgets, multiple personnel actions and appointments, and a countywide Trick-or-Treat date. Liza Caldwell, Commission President, called the meeting to order at 10:00 a.m.
Commissioner Kelli Sobonya moved and Commissioner John Mandt Jr. seconded approval of the June 11 regular agenda, the May 29 meeting minutes, erroneous-assessment and probate documentation from the county clerk’s office, and purchase orders/pay jackets; each motion passed unanimously. The board later approved Special Funds Budgets for FY 2026–2027 and a resolution describing county depositories for fiscal year 2025–2026.
County Attorney Scott Bellomy recommended referring a counter-affidavit in the Estate of Eugene Brown to the Fiduciary Commissioner; the commission approved that referral. Bellomy also recommended removing the administrator and appointing Cabell County Sheriff Doug Adams as executor of the Estate of Zena Ella Nicholas; Commissioners approved that appointment by unanimous vote. The recommendation was noted to have been discussed with the county prosecuting attorney for review.
The commission approved an appointment to the Cabell County Solid Waste Authority, naming Jason Arthur to the board. The body also accepted a donation check presented by Truist Bank executives for the America 250 celebration and recognized an honorable-mention entry in the CCAWV 2026 essay contest by Maisie Leasure of Covenant School.
Other administrative approvals included acceptance of the Cabell County Assessor Irv Johnson’s 2026 Real Estate Tax Book, approval of a West Virginia Communities Risk Pool member agreement, and small fund reports (a Dog Fund deposit of $4.10 for May 2026 and sheep-and-goat tax collections totaling $27.60 for July 1, 2025–May 31, 2026). The commission also approved letters of support for a West Virginia First Foundation Community Catalyst grant application for the Cabell-Wayne Day Report Center and for the City of Huntington’s Opportunity Zone 2.0 nomination.
On personnel matters, the commission approved employment letters for two part-time security officers (Gregory T. Neil and Christopher E. Brown) submitted by Sheriff Doug Adams, and resolutions hiring Barbara Taylor as a full-time paramedic and Brent Taylor as a full-time EMT. The body entered an anticipated executive session on personnel at 10:26 a.m. and returned to open session at 11:36 a.m.
During the public-comment period, several residents addressed the commissioners. Skylar Harshbarger spoke on behalf of a 911 dispatcher who had been released from duty; Amanda Beach-Burge also spoke about that dispatcher’s release. Josh Garnes raised concerns about bringing wild animals into a locked facility, and Teresa Johnson, identified in the record as a city council woman, asked for help operating the Fairfield East Community Center. No formal action on the employment-related complaints was recorded in the meeting minutes.
The commission adjourned at 11:51 a.m. and placed on record minutes and reports from the Cabell-Huntington Health Department (April 22, 2026 meeting and board reports for April–May 2026), the Health Department Budget 2027, and the monthly statement of the assessor for May 2026.
