Gardner told commissioners the group's experience is rooted in work that spans iGaming and sportsbook platforms and that Continentate/C8 Secure inherited personnel with decades of experience. He said the firm is authorized in 28 jurisdictions, including 23 U.S. jurisdictions, and has completed over 200 assessments. Commissioners pressed for assurance that the vendor would assign personnel who meet the five-year sportsbook-auditing experience requirement; C8 named Brian Borsovich as its CISO and principal compliance auditor and he said he would serve as principal auditor for Massachusetts engagements.
Commissioner O'Brien moved to grant Continentate a waiver from the five-year requirement and to approve the company as a qualified independent technical expert. The commission approved the waiver 5-0 and then approved C8 Secure as a qualified vendor subject to the condition that for one year the managing auditor have at least five years of relevant experience; both votes were unanimous.
Why it matters: the approval expands the pool of qualified independent technical experts available to audit and test operator systems in Massachusetts while imposing a one-year staffing condition intended to ensure relevant, experienced oversight on Massachusetts engagements.
