Toms River board extends Beachwood seat deadline as public raises budget and personnel questions

The Toms River Regional School District board on Aug. 2024 voted to re-advertise the vacant Beachwood board seat and extended the application deadline to Sept. 10 at 4 p.m., the board said during its meeting.

The move followed board discussion about notifying the community and allowing applicants whose packets were incomplete to cure deficiencies. The board said existing applicants need not resubmit but will be contacted if additional information is required.

The action matters because state law constrains how long the board can leave a vacancy unfilled and board members said they wanted to balance that statutory timeline with wider community outreach. "Anyone interested in submitting a petition for the Beachwood member ... may do so until Sept. 10 at 4 p.m.," the board announced during the meeting.

Public comment then focused on district finance and personnel. Christa Whitco of South Toms River thanked the board for correcting an earlier inaccuracy and said her questions were raised as a concerned taxpayer. Whitco pressed the board on the tentative budget process, citing apparent timing inconsistencies between a July 3 tentative budget action and a county letter dated July 24, 2024, and raising concerns about reported budget impacts including a cited figure of $770,000 and mention of a "99.9% tax increase" and potential liquidation of certain district assets.

"Which schools, what's next — how much are we selling off?" Whitco asked, urging clarity about the budget timeline and whether the board had authority to act while some items had been tabled at prior meetings.

Whitco also questioned the status of Assistant Superintendent Mr. Thomas after a June 18 vote related to contracts, asking whether the district has a policy governing that role if state funding is lost. The board's opening speaker — identified in the meeting as the Chair — had earlier corrected an incorrect tenure date and defended Mr. Thomas's contributions, calling him "an invaluable member" and apologizing for not addressing concerns earlier in public comments.

Board members acknowledged concerns about the time available to review applicants given statutory deadlines; one board member said the extended application window will give residents more opportunity to apply but noted the board would still be operating under timing constraints to fill the seat.

The board said advertisements and postings would follow; interviews would be scheduled on a rolling basis. No formal vote on budget reductions or asset sales was taken at the meeting.

The board also scheduled a policy review in September to consider fundraising rules that affect volunteer coaches and to continue public conversation about related district policies.

What happens next: the Beachwood vacancy application window closes Sept. 10 at 4 p.m., after which the board expects to review applications and conduct interviews on a rolling basis. No further board action on the budget or Mr. Thomas's contract was recorded at the meeting.
