Toms River board appoints Katie Coin, adopts bond-refunding ordinance and approves routine district measures

The Toms River Regional School District Board of Education on Sept. 3 appointed Katie Coin to fill a Beachwood board vacancy through December 2025 and adopted several routine measures, including the second reading and adoption of a refunding bond ordinance tied to outstanding School Energy Savings Obligation refunding bonds dated Dec. 20, 2017.
Board President said the board opened nominations for the Beachwood vacancy, received a motion to nominate "Miss Katie Coin," and approved the appointment by roll call. The board welcomed Coin and indicated she will complete onboarding and be sworn in next month.
In a public hearing that the board opened and closed the same evening, members approved the second reading of a refunding bond ordinance described on the agenda as providing for the refunding of all or a portion of its outstanding School Energy Savings Obligation refunding bonds (dated Dec. 20, 2017). The hearing drew no public speakers on the ordinance.
Board members also approved a slate of consent items by roll call vote, including the district’s 2024–25 goals; a revised district professional development plan; a memorandum of understanding with the YMCA of Greater Mammoth County Counseling and social services listed on the agenda; the district’s 2024–25 transportation routes with hazardous-route designations (Board member Palazo recorded an abstention, citing not having reviewed the material); a resolution to participate in the New Jersey School Boards Association conference; and the district Safety and Security Plan.
The board considered policies, regulations and bylaws listed on the agenda and recorded a 'no' vote from Board member Palazo on policy P9181 while voting 'yes' on the remaining policies. Members certified the board secretary’s July 2024 report and approved personnel agenda items and addenda; Board member Egan noted a recusal on item 11a as recorded in the meeting.
The board took the measures after returning from an executive session earlier in the evening. No formal opposition to the bond ordinance was recorded in the public hearing; several routine items were adopted largely without debate.
What’s next: Katie Coin is expected to be sworn in at a future meeting after completing required onboarding; the district will move forward with the adopted policies and plans as approved by roll call the same night.
