Toms River reports mixed NJGPA results: gains in ELA, math lags behind state average

Rich Fosnock, the district presenter on state assessments, summarized 2024 results for the New Jersey Graduation Proficiency Assessment (NJGPA), the primary graduation-pathway test for 11th graders.
"We had 1,184 11th grade students take the NJGPA," Fosnock said, and the district posted an 84% pass rate in English language arts versus a state average of 82%. Mathematics performance was weaker: the district reported a 49% pass rate in math while the state average was 55%. On the NJGPA pathway alone, 67% of district juniors enter their senior year 'graduation ready' compared with a 68% state average.
Fosnock highlighted year-over-year gains: districtwide ELA improved by about 8 percentage points from the prior year (from ~76% to 84%), and math improved modestly from 46% to 49%. High School East, North and South each registered gains in ELA and modest gains or stabilization in mathematics; High School South posted a 10-point ELA gain (67% → 77%) and a 5-point math gain (39% → 44%).
Board members asked for more granular counts of students who had not met cut scores in one or both sections; Fosnock said staff would provide exact figures the next day and noted some students fail one section while passing the other, complicating simple tallies.
Next step: staff will provide the requested student-level counts and prepare presentation of NJSLA results at a future meeting.
