Heather Ramirez reviewed the packet and said staff is seeking authority because Calvary Construction Restoration is available through cooperative procurement and because the project was treated as an emergency in procurement rationale. Ramirez told council the packet included an estimated construction cost "a little over $831,000" and that the insurance filing lists a higher ceiling the city may claim; staff also said the insurance has already issued a $336,000 cash payment to the city that would remain the city’s whether it rebuilds or demolishes.
Council members argued for repair over demolition to preserve local history and to support a proposed cultural district; a council motion to approve the resolution carried. Council directed staff to proceed with the restoration contracts and to coordinate insurance filings and procurement details.
Next steps: the city manager will finalize contract terms and the contractor may mobilize once agreements and site assessments confirm scope.
