Perry council vacates North Street, rejects TIF and adopts 2026 fee schedule

The City of Perry Council on Jan. 15 voted to vacate a portion of North Street, declined to accept a proposed tax-increment financing (TIF) resolution for lots in Perry Lakes Subdivision, and adopted its 2026 fee schedule, city officials said.
Mayor Susan Hammond opened the meeting at 7:00 p.m. and the council moved through routine business before taking up New Business. Councilmember Kamal Ghazi moved, seconded by Mike Connell, to not accept the TIF resolution that had been discussed on Nov. 20 and tabled Dec. 18 concerning eleven lots in Perry Lakes Subdivision after Mayor Hammond reported that developer Allen Edwin had decided not to pursue the TIF; the motion passed with all members present voting in favor.
The council then approved a resolution to vacate North Street west of Lamb Street to the west dead end in Perry Lakes Subdivision, reserving a 33-foot center easement for public and private utilities. Ghazi moved the measure and Mayor Pro-Tem Larry Lambert seconded; the motion passed unanimously. Mayor Hammond read a submitted letter from resident Jacob Thelen and heard from adjacent property owners Michael and Alexandria Fogarty, who said they were agreeable to the vacation after questions were answered.
Clerk Shirley Smith presented the 2026 Fee Schedule and noted the council’s Oct. 15, 2020 resolution requires a 2.5% increase in water and sewer rates. The council also approved removing the unused Construction Cost Calculation from the Building Inspector section after staff reported the change had been approved by Rob Kehoe. Lambert moved, and Ghazi seconded, approval of the fee schedule retroactive to Jan. 1, 2026; the motion passed unanimously.
During public comment, resident Brendan Fisher said he believed he was paying both Waste Management and the city for trash collection; Fisher’s concern was recorded and the Waste Management contract was placed on the next meeting agenda for further review. Earlier in the meeting, resident Jason Duffield spoke in opposition to a possible Allen Edwin TIF for Perry Lakes lots.
Shiawassee County Commissioner Cindy Garber reported that opioid-settlement funds funded a vehicle for the county Drug Court, which is set to begin in early February and will include juvenile participants; she also described construction activity at Pleasant View and new on-site cameras residents can use to view work progress. Later, County Commissioner Matthew Shepherd told the council the county paid $11 million in bills last month and described several personnel and board appointment updates.
The council approved the regular bills (motion by Ghazi, second by Connell) and scheduled several items for the next meeting, including a DPW sewer quote, the Waste Management contract, and zoning ordinance amendments. The meeting adjourned at 7:50 p.m.
