Perry council approves budget amendments, HVAC replacement and insurance renewal; American Tower buyout discussed

At its Nov. 6 meeting, the Perry City Council approved first-quarter budget amendments, authorized replacement of second-floor HVAC at City Hall (estimate up to $24,930), renewed liability/property insurance (not to exceed $47,830), authorized sale closing for 12510 S. M-52, and tabled North Street while discussing consulting an attorney about the American Tower proposal.
The Perry City Council on Nov. 6 approved a series of routine and capital measures including budget amendments, an HVAC replacement, and an insurance renewal, and discussed next steps on a potential American Tower buyout.
Treasurer Meggen Galbreath presented first-quarter budget amendments to cover an unplanned server purchase and HVAC expenses; council approved the amendments by motion. “The new server was not a budgeted expense, but an unplanned necessity,” Galbreath said in presenting the amendments. The council approved transfers and amendments as presented.
Council voted to accept an estimate from Daily Heating not to exceed $24,930 to replace two furnaces and the second-floor air-conditioning system at City Hall and authorized DPW Superintendent John Souder to sign the acceptance. Souder also reported staffing updates and that the new salt barn is filled; he noted the city purchased replacement lighting costing $3,295.76 and that the Consumers rebate will reduce the city’s net cost to about $1,400.
The council approved payment for the city’s MML Liability and Property insurance renewal for the Dec. 1, 2025–Dec. 1, 2026 term in an amount not to exceed $47,830 and authorized the clerk to sign the agreement. Council also authorized the mayor to sign closing documents for the sale of 12510 S. M-52 based on an Aug. 18, 2025 purchase agreement.
On Old Business the council discussed the American Tower proposal and suggested consulting an attorney to determine whether the city could pursue a larger buyout offer; Mayor Susan J. Hammond will contact a suggested attorney and report back at a future meeting. Council also moved to table discussion of North Street until the next meeting.
Other items in the minutes include the council’s acceptance of the Local Officers’ Compensation Commission recommendation to make no pay changes for mayor and council for 2025–2026, a report that police received grant funds for overtime patrols (past overtime hours: 33 in 2022/23; 70 in 2023/24; 81 in 2024/25), and that auditors will present at the Nov. 20, 2025 meeting.
The council listed the audit presentation, the American Tower proposal and North Street as items for the next meeting and adjourned at 8:36 p.m.
