Belton council approves multiple budget, ordinance and procurement items in consent and new business

On the agenda the council approved Ordinance 2026‑28, a revision to the fiscal year 2026 adopted budget, on roll-call vote with all members recorded as voting in favor. Council also passed Ordinance 2026‑31, which removes the liquor-license application investigation fee from the city code.
Council approved Resolution 2026‑6061 to engage Swindell, Jansen, Hawk, and Lloyd to perform external financial audits for fiscal years 2026–2028; staff said this continues the recent audit schedule after a prior period of catching up workloads in finance.
The council also awarded a sewer-main replacement contract to Havens Construction Company Inc. for $459,080 to repair six locations identified by camera inspection, replacing collapsed clay pipe sections by pipe bursting and installing PVC replacements with an expected 50‑year service life. The council approved a purchase of four dispatch consoles and workstations for the Belton Police Department from Zybecks Systems for $95,180.73.
Most items were passed either by roll-call or unanimous voice vote during the meeting’s consent and new-business sections. Staff told council that funding for the sewer project is within the planned budget and that dispatch consoles would be moveable if the police department relocates operations in the future.
