Sanford updates bridge, FEMA and park grant work; council authorizes kayak-launch concept design

Village officials briefed the council on several infrastructure projects and grant steps, including bridge replacement estimates, FEMA hazard-mitigation payments and park-improvement work, then authorized a concept design for a kayak launch.
On the Saginaw Road bridge replacement, officials said a full replacement is estimated at $12–13 million. About $1 million had been approved by the Local Bridge Advisory Board (LBAB) in 2023 for use beginning in 2026, and roughly $9 million remains a potential LBAB allocation to be determined in December. The village is preparing an MEDC CDBG-DR infrastructure grant application to help cover the remainder.
FEMA approved the final hazard-mitigation payment; minutes record $268,145.73 is in process to be sent to the village bank account. An additional $199,300 was approved for Sanford roads; council members said they will determine specific roads for that funding in 2026. Separately, FEMA Public Assistance approved funding for extra parking and a boat launch at Village Park; Pat's Gradall is adding parking spaces and Spicer Group is working on the boat ramp.
Council also discussed kayak-launch grant availability and said a concept design and cost estimate are needed to pursue grants. Concert proceeds raised $10,000 for the kayak-launch project; Marcus Thrush moved that Spicer create a concept design using the raised funds. Don Whaley seconded and the motion passed unanimously.
Minutes do not record firm grant award dates for the larger bridge funding; council indicated grant-writing and coordination with LBAB and MEDC are ongoing.
