Riley County Commission approves road consulting contract, highway permit, CIP amendments and personnel actions

The board approved an agreement for professional services with Schwab Eden, PA for the Green Land Road project after staff indicated the contract and scope were in order. Commissioners then approved a highway use permit application for Larsson Construction and signed a resolution voiding outstanding checks issued prior to April 30, 2024 (Resolution 052826).
The commission also voted to approve CIP project amendments covering the health department space‑needs study, an IT/GIS remodel and HVAC replacement projects. During that discussion, commissioners asked whether a generator was included in the IT/GIS estimate; staff confirmed the generator cost is part of the project estimate.
Multiple personnel actions were approved in a bundled motion: separations (volunteer firefighter, election worker, facilities grounds technician), promotions (a promotion to full‑time paramedic), and several new hires or on‑call appointments in community corrections, EMS and the health department (including a new intern). John Elman of Public Works also received approval to recruit to fill vacant facility/grounds and equipment operator positions; he told the board those positions are budgeted.
The board approved payroll and accounts payable for May 29, 2026, and accepted the minutes of the May 21, 2026 commission meeting.

Why it matters: The professional services agreement and permits enable scheduled road and infrastructure work; CIP amendments update cost estimates for planned facility work. Approved personnel actions refill operations positions and allow county services to continue uninterrupted.
