Village of Peck reopens CDBG infrastructure application, seeks $708,000 including administrative fees

The Village of Peck held a public hearing Feb. 18 to discuss resubmitting a Community Development Block Grant infrastructure application after village staff identified missing environmental documentation.
Sarah, a village staff member who spoke during the hearing, said the village must complete additional infrastructure environmental testing required by MSHDA and add one document that was not included in the July application before resubmitting. She said the village is seeking $600,000 in CDBG funding and an additional $108,000 to cover administrative fees.
Sarah told the board that the administrative fees are intended to help cover wages for Tim Heiden and Village Clerk Christine Risdon over the next two years. She recommended that municipalities request reimbursement for administrative time when applying for such grants.
Officials said the resubmission will follow the same structure as the prior application but requires a new public hearing and authorizing resolution because the funding source is different. Sarah explained that Tim Heiden had previously been designated as the highest authorized official with the ability to sign CDBG documents; the new resolution will again authorize the appropriate official to execute application paperwork.
The board moved into the public hearing at 6:32 p.m.; the motion to open the hearing was made by Mayor Pro-Tem David Tyler and seconded by Trustee Phronsie Warren and carried with all members voting Aye (Tyler; A. Warren; P. Warren; Wissel; Bennett). After the presentation and public hearing record, Tyler moved to leave the public hearing at 6:36 p.m.; Phronsie Warren seconded and the motion carried unanimously.
The minutes for the session were submitted by Christine Risdon, Village Clerk. No formal action on the application (such as approval of the application itself) was recorded in the minutes beyond holding the public hearing and noting staff’s intent to resubmit once the additional environmental document is obtained.
Next steps noted in the hearing: staff will obtain the missing environmental document and resubmit the CDBG application to MSHDA with the authorizing resolution and requested administrative fee reimbursement.
