Martin County appoints and swears in James Timothy Manning as sheriff

The Martin County Board of Commissioners unanimously appointed Chief Deputy James Timothy Manning as sheriff to fill the vacancy created by the retirement of Sheriff Dan Gibbs, effective immediately, during a special meeting on Aug. 31, 2017.
The appointment was made under N C G. S. § 162.5 when Vice Chairman Tommy Bowen moved that Manning be named to complete the unexpired term; Commissioner Joe R. Ayers seconded and the motion was approved unanimously. Chairman Elmo “Butch” Lilley opened the 5 p.m. meeting, and the board had earlier approved the agenda by a unanimous vote.
The Honorable Regina Parker, District Court Judge, administered the oath of office to James Timothy Manning; Manning took the oath with his wife, Vickey, holding the Bible and daughters Madison and Jordan present. Judge Parker also swore in Drew Maurice Robinson as Chief Deputy and administered oaths to a roster of deputies, civilian staff and ministers designated as chaplains.
Sheriff Manning, who previously served as deputy, school resource officer, detective and chief deputy, thanked the board, his family and staff and asked for continued support as the sheriff’s office seeks "to maintain a legacy of honesty, integrity, professionalism and experience." Pastor William Parker offered a prayer and Pastor Greg Sexton blessed the refreshments following the ceremony.
The board adjourned at 5:23 p.m. Manning will serve until the end of the unexpired term in December 2018 unless replaced by election or other lawful action.
