Martin County approves airport design grant, transit parking fence contract and several budget amendments

Martin County commissioners approved several infrastructure contracts, grant agreements and budget amendments targeted at airport improvements, transit security and water system planning.
The Board unanimously approved a State Aid grant agreement with the N.C. Department of Transportation's Division of Aviation for $37,540 to perform preliminary design work for a Parallel Taxiway at Martin County Airport. County Manager David Bone said the preliminary design (survey, geotechnical work, wetland delineation and coordination for an Automated Weather Observation System site) will be financed from remaining Vision 100 funds and positions the county for future funding rounds that require shovel-ready projects.
The Board also awarded the fence and gate portion of a secured parking lot for Martin County Transit to Pamlico Fence Company for $18,784; this follows earlier approval of a $48,575 low bid for site work/paving. The secured lot will hold about twenty transit vehicles and provide employee parking, CCTV and lighting to protect vehicles and staff.
Finance Director Cindy Ange presented and the Board adopted budget amendments: Amendment #5 increased the General Fund appropriation by $15,450 to cover third-party water testing and analysis (McGill Associates proposal) to address Williamston water taste and odor complaints; Amendment #6 reallocated $42,804 in Vision 100 funds from a land-acquisition line to the airport design project; Amendment #7 recognized a $125,000 Council on Aging contribution to expand the Williamston Senior Center (construction managed under a CMAR contract by A.R. Chesson Co.); Amendments #8 and #9 authorized $31,200 in rail-preparation utility abandonment work in the Business Park Fund tied to Weitron, Inc.
County staff will execute the grant agreement and construction contract and return any required federal/state closeout documents to the Board as projects proceed.
