Marlborough council approves easement, grants and reappointments; sets and postpones multiple pole hearings

The Marlborough City Council on May 4 took a series of largely routine actions across permits, appointments and grants.
Utility pole petitions: The council postponed a public hearing on a Mass Electric/Verizon joint pole proposed for Farm Road (P2850) to the May 18 meeting after no petitioner appeared (motion carried 9-0). A separate petition for another Hudson Street pole (P4250) was also postponed to May 18 (9-0). The council set a May 18 public hearing and sent to the city engineer a petition for a proposed joint pole on Glen Street (P450).
Hudson Street (P1550) public hearing and approval: National Grid representative Michael Frasier described the technical need for a 45-foot midspan pole on Hudson Street to support equipment where pole 16 begins a bend; he said he had not spoken directly with the city engineer. After no public opposition, Councilor Ducet moved to approve the petition with the standard conditions and the city engineer's recommendations; the motion carried 9-0.
Easement and disclosure: The council approved acceptance of a permanent right-of-way and sidewalk easement related to the 57 Main Street site plan (motion carried 8-0). During that item a council member indicated he filed a disclosure saying 57 Main Street will make a future gift to his employer, "the Ark," and the presiding officer confirmed the disclosure form was filed.
Grants and appointments: The council approved two grants from the Executive Office of Public Safety and Security for the fire department's SAFE program (record shows two amounts in the agenda packet: "$5,92047" and "$2,368.94"; the first amount appears to have a transcription formatting issue). Reappointments to the Community Development Authority (Stephanie R. Faria and David J. Mortiselli) and to the Council on Aging (Joseph Azol, Anzela Hish and Kathleen Espadul) were approved (motions carried 9-0). An appointment of Tiona C. Brown to the Conservation Commission was referred to the personnel committee.
Other business: The council accepted and filed minutes from the Commission on Disabilities, voted to send claims to the legal department for review, and heard committee scheduling announcements. The meeting adjourned at 8:13 p.m.
