Council OKs several utility petitions and appointments, refers geothermal study and accepts Kino monitor notice

Marorrow — At its April 27 meeting the City Council moved through a broad agenda: it approved several utility petitions and business licenses, referred a geothermal study to relevant committees, accepted a Mass Lottery communication about a Kino monitor, and approved recommended transfers to MEEDC.
Utility petitions: The council approved a continued petition from Mass Electric and Verizon to install a joint midspan pole on Simono Drive (P35-50) and approved Light Path Fiber’s petition to place approximately 1,315 feet of HDPE communications conduit from existing poles on Forest Street (order 26-1009720). Both approvals were made subject to recommended conditions from the city engineer.
Geothermal study referral: Councilor Ducet presented a communication asking the city to explore geothermal and other thermal-exchange technologies (including sewer-heat capture) as a means to stabilize heating and cooling costs long-term. The council voted to refer that communication to the Climate Resiliency Committee, site plan review and the planning board for additional study and requirements gathering.
Kino monitor and problem-gambling concerns: The council accepted a notice from the Massachusetts Lottery offering a Kino monitor to a convenience store at 286 West Main Street. Several councilors described limited space at the store and operator assurances; Councilor Vital asked staff to pursue state prevention funding and programs to address problem gambling among young adults.
Appointments, licenses and transfers: The council approved the mayor’s reappointment of Dr. Joseph Tennyson to the Board of Health and voted to send another appointment (Dr. Sandeep Jabal) to the personnel committee. Two secondhand/junk-dealer license renewals were approved after code-enforcement review. Finance committee transfers to MEEDC — $87,524 for FY2027 operating support and $150,000 for an economic development toolbox — were approved after suspensions of the rules.
Other business: Councilors also set May 4 public hearings for additional pole petitions, accepted a Department of Public Utilities communication about rate and bill redesign public comment, approved a one-year hours-extension request for a gasoline station under Chapter 342, and enacted salary-ordinance amendments for the city solicitor and assistant fire chief.
The council adjourned at 9:27 p.m.
