At a public hearing on June 8, an applicant for Target outlined a request to modify a special permit to increase allowed exterior wall signage at 423 Donald J. Lynch Boulevard from three signs to four.
The applicant, Matthew Donley, said the proposed fourth sign would mark an approved drive-up pickup area and showed sign dimension plans to the council. "We are proposing a fourth one here for an existing drive-up stalls that are approved already," Donley said. He described the operation as employees shopping for online orders and bringing them to customers' cars, with beacons and designated stalls to guide pedestrians.
Council members asked whether the drive-up differs from mobile-order pickups and whether the sign is necessary given designated parking. Donley said the drive-up is intended to allow more simultaneous pickups (he estimated about 12 stalls) and to clearly mark the pickup door and pedestrian path. Several councilors asked clarifying operational questions; the council did not vote on the permit modification that evening and the Urban Affairs chair said she would contact the applicant ahead of the committee meeting.
Because the item requires Urban Affairs review, no final action was taken by the full council on June 8.
