The Malden City Council voted unanimously to appropriate $398,674.25 from the water and sewer enterprise fund retained earnings to cover principal-only debt payments owed to the Massachusetts Water Resources Authority in May 2026. "This is one we have historically often done," Councilor McDonald said, explaining that the funds are restricted and used for capital payments, including lead-service-line work.
Council members asked whether the appropriation should appear in the annual budget; McDonald and staff explained the payment is timed to invoices and is a restricted, non-operating appropriation that traditionally is approved when invoices are presented. After brief questions about timing and cash flow, the council approved the order by roll-call vote; all present councilors recorded yes votes.
Outcome: the order (Paper 160-26) was adopted by unanimous roll-call; the appropriation remains charged to the enterprise fund rather than the general operating budget.
