Ipswich Electric Light Department reports contract changes and a delayed battery project

At the June 8 meeting the Select Board, joined by the Electric Light Subcommittee, received an Electric Light Department operations briefing from ELD Manager Dylan Lewellyn covering portfolio changes, forecasting questions, and implementation updates.
Lewellyn opened with a safety reminder after recent storms and then reviewed the Department’s power portfolio and five-year outlook, describing projected load growth, forecasting assumptions, capacity and transmission costs, and hedging strategies. He said the Department lost its Hydro-Québec contract and, to offset that loss, entered a five-year agreement with Stetson Wind and executed an additional hydroelectric agreement with Brookfield. He also said staff continue to evaluate long-term wind and other opportunities.
Board members pressed staff about whether forecasted load growth fully reflects anticipated electrification trends and requested more detail on the assumptions that produced an improved projected cash balance since the prior month. Lewellyn reported equipment delays affecting the Fowler’s House control station will delay commissioning of the Battery Energy Storage Project until the fall and that USDA ReInvest financing closing documents may be finalized within several months; any loan execution will require future Board action.
Staff also noted coordination with Water and Wastewater Departments about High Street force main infrastructure planning, imminent vegetation management work, ongoing talks with National Grid on transmission planning, and evaluation of a potential Town Farm Road landfill solar project.
A joint vote of Commissioners and the ELD Subcommittee approved the April 13 and May 11 meeting minutes as presented; the motion passed unanimously, 10-0.
