Vendors ask Harvey authority to remove cable, allow gated access; board plans lockbox

Several concession vendors told the Harvey Development Authority on June 15 that physical access and site safety were interfering with operations and customer safety.
Vendor Joseph Massud said a mid‑lot cable in front of his space prevents elderly customers from reaching his stand and requested temporary removal for the summer. He also asked for controlled access to the main entrance for large food trailers, suggesting a lockbox so vendors could retrieve a key to move trailers in and out for servicing. "If we could have access to the entrance... if we can have like a copy of the key and then we hand them in after the term is finished," Massud said.
The board discussed concerns about leaving an opening that vehicles could exploit and agreed to inspect the area before removing any cable. Members proposed installing a lockbox with a combination so vendors could access the key, open the gate to move trailers and then relock the gate; board members agreed that whoever opens the gate would be responsible for closing it.
Another vendor (identified as Karen) raised safety concerns at the sauna lot, reporting broken bottles and needles while preparing paths and advising patrons to wear shoes. Board members noted the authority and vendors carry insurance and suggested using mats and walkways to reduce hazards. The board committed to follow up: Mark Hammond offered to visit the site, arrange a lockbox and coordinate with vendors to ensure controlled access and safety.
No formal policy change was made; the board directed staff to implement the lockbox solution and to inspect the cable access point.
