River Ridge CDD hears legal, drainage and Pelican Sound panel updates; drainage work to start in weeks

District Counsel Tony Pires told the board Nov. 19 that his opinion about ownership of Corkscrew Road west of U.S. 41 remains unchanged after retrieving documents reviewed for the matter. Bob Schultz said the Village of Estero has engaged Johnson Engineering to inspect streets and walkways to identify repair needs; PSGRC President Neil Collins reported Town Hall discussions are focusing on the U.S. 41/Corkscrew intersection and the east side of Corkscrew Road, and staff Wilhems confirmed the study will include the west side as well.
Why it matters: ownership and maintenance responsibility for Corkscrew Road affect who pays for repairs and any future capital work. Counsel and staff discussed prior documents and memoranda but the minutes record no new assignment or formal resolution transferring responsibility.
Charlie Krebs, district engineer, presented a revised scope for the Seaside & Master Drainage Project that he said preserves the project’s original intent while making it easier for operations staff to adjust the system. MRI expects work to commence within the next two to three weeks. Krebs also outlined ancillary irrigation costs for the drainage work, including wiring repairs and raising irrigation heads; the board approved a related change order not to exceed $15,000.
Board involvement with Pelican Sound’s Community Safeguard Panel was clarified: Chair Bob Schultz said the CDD will participate in Objective 2 (safeguarding the community from natural‑disaster impacts) with Keith Merrill representing the CDD, and Objective 4 (improving street safety) with Robert Twombly representing the CDD. Eric Long said he circulated an updated seven‑objective Action Plan to communities and will provide a first‑meeting update in December. Krebs said finalized sidewalk inspection reports and repair estimates will be presented in January.
The minutes show staff will forward contact information for Apple Signs to Mrs. Adams for follow‑up and will provide additional updates on the panel, the drainage project and sidewalk inspections at upcoming meetings. The board’s next regular meeting is scheduled for Dec. 10, 2024.
